First of all, sorry I am late to writing about this, but I was busy dealing with kidney stones, and lemmee tell ya...holy crap are those painful! I wouldn't wish those on anyone...okay, maybe a couple of people.
So... this came out last week -
My guess is that the first take on that headline for most people who aren't familiar with the history and current situation of the city shelter is, "Gee, how awesome!"
Of course, those of us who are privy to such things thought, "Hmmm... I smell a rat."
And, as expected, we were correct. The devil is in the details (or, in this case Gracie Mansion)....
To those who want to hear why with agreement sucks but don't really need to hear a long-winded numbers heavy (hey, I'm a numbers guy!), lemmee tell ya with a hypothetical situation....
What if a group of people set fire to building, knowing there were 100 people in there. Then, while the fire was raging, they ran in and saved three people, with the rest dying. When the news cameras arrived, they were interviewed, and congratulated each other on saving those three lives.
THAT is what is happening here. Again, not gonna get into details, but the budget this year, which has been slashed several times in previous years, is the SAME as it was 16 years ago! And it was considered too low then! The point being - They are "cash-strapped" because they the city doesn't grant them any money! And now, they dare claim to be coming to the rescue?!?
btw - I wish I were making this up.
So, now, Bloomberg, Quinn, the ASPCA, and The Mayor's Alliance are falling over each other with congratulations for taking a step in the right direction. At least they are doing that, right? Stepping in the right direction?
Um, no. Not even close.
Here's the key sentence in their press release (which laughably includes the phrase "agreement to enhance services for shelter animals.")...
With the agreement, the Health Department will no longer have a legal obligation to build and maintain full-service shelters in every borough, only to maintain the existing shelters in Staten Island, Manhattan and Brooklyn.
Yup, the devil in the details...
But seriously, they've gotta be shittin' me!
In 2000, The City Council passed a law requiring the city to build shelters in two boroughs which didn't have shelters (The Bronx and Queens) - The city, under animal hater Mike Bloomberg, managed to defy said law for the past ten years, and now, has gotten animal hater Christine Quinn to help change the law (The fact that animals don't vote prolly has a lot do with this, which makes them horrible people), with an assist from The Mayor's Alliance and the ASPCA (nice work guys! btw - as a side note, any time the big boys get together on anything, assume the worst - I'm surprised the Humane Society hasn't come out with a big thumbs-up for this "deal" as well)
So, thanks to this backroom "deal," the largest two boroughs in NY, which, if cities, would both be in the top ten in the United States in population, will have no city-run animal shelters.
Congratulations are definitely in order!

Unfortunately, it all trickles down from the top - Due to the DOH's ownership of the ACC, Bloomberg either directly or indirectly appoints the BOD, who appoints the ED.
They obviously have no conscience or they'd work harder to improve the situation...so we have to force them to make changes - Me? I am trying to embarrass them - It would help if we got more media coverage (or celebrities to fight with us) as that would put the spotlight on it, something Bloomie doesnt want (for obvious reasons).

I had already announced at the Board meeting that I will have 1,000 in Queens and 1,000 in the Bronx, getting every single dog and cat owner rallied against having their beloved companion animal hauled off to Brooklyn or Manhattan to be slaughtered within 24 hours, as has happened even recently to a record producer who got to the pound in Manhattan with her 80 pound black and white blue-eyed pittie dead and warm in their death chamber.
This is politics; they are attempting to counter our efforts in Brooklyn and we should be complimented that this statement was issued. The proof will be in the pudding! If there were no piles of dead dogs and cats every day, then we would have nothing to protest, at least not so vehemently with so much proof of their incompetence and negligence! A city of 8 million plus people need a true no-kill shelter in every borough. Until such time, we march.
In September we go back to the Board Meeting and warn them again that we will continue to rally the people against them to build these shelters. Nothing less than free spay neuter for the populace of NYC will ever get us ahead of the eight ball, and we will settle for nothing less. Nothing would please us more than all of a sudden they were answering the phone and not killing dogs and cats as rescue is on the way.
Meanwhile, we are set for November 12. I hope everyone gives their employers plenty of notice that they need that day off. Our "test" protest in Brooklyn went well. Now we all know what to expect. Just multiply that protest times ten and we will be on our way to revolution in the pound system to true no-kill in NYC and beyond. The NY-ARAA will lead the way.
Word from Micah Kellner is that CAARA will come to the floor in October 2011, let's hope, that would help a lot too!
City Animal Shelters To Get Additional $10 Million

Cash-strapped city animal shelters are slated to get an additional $10 million over the next three years under an agreement announced today by Mayor Bloomberg and City Council Speaker Christine Quinn.
Kay Riviello "The city will drop its plan, outlined in a law passed in 2000, to build full-service shelters in the Bronx and Queens." This statement is erroneous. The city did not "drop its plan" !! It appealed a judge's ruling and won! Cant anyone do their job reporting!!
There is also a requirement that outside cats that are owned be spayed and neutered!! Backdoor mandatory spay neutering which we all know results in more animals being surrendered! Free spay neuter is the only answer to not only save lives but save tax dollars as well.
The NY-ARAA demanded to know from the City of NY why they appealed the judge's ruling that shelters be built in Queens and the Bronx and their answer is that the receiving centers will be enhanced? How well do you think that will sit with the citizens of Queens and the Bronx?
A National Protest Against Kill Pounds will occur on November 12 at the receiving center in Queens, I have promised that 1,000 people representing Queens will be on-hand to relay their sentiment toward their precious companion animals being confiscated by the city, tortured in their facilities to meet a murderous death at the hands of a kill system out of control. Mayor Bloomburg, Speaker Quinn and Ms. Bank, you will not know what hit you when the citizens of this city really learn the truth about you shafting our companion animals.
As to getting these "slobs out of there", unfortunately, barring a (hardly) tragic demise of Bloomberg and/or Quinn, they're in for the duration. But getting politically active, is a must! Right now, Christine Quinn is sitting pretty, in her quest for Gracie Mansion and unless anyone wants four or maybe eight more years or the status quo, it's not to early to mobilize against this horrid fraud. Enlighten people as to her slush fund, member item manipulations, hospital closings in service to the real estate industry and her pitiless blocking of all meaningful pro animal legislation, in the city council. If she is to gain Gracie Mansion, only ill will come of it.
One name that has been floated as a possible mayoral contender, is former NYC police commissioner, Bill Bratton, a well known and sincere animal lover and progressive. Bratton has said that if Ray Kelly would run, he would not and Kelly has said he's not interested in running. Bratton is someone to be seriously considered. I smile at the memory of how the carriage horse drivers hated him, as he had the police forever breaking their chops. I have also heard of him personally arresting dog fighters.
Yes, Kellner has stated that he hopes to bring CAARA to the Assembly floor, in October, but's it's my understanding that it is dead in the State Senate, for this year.
